European Community Certificates of Origin & Authentication of Invoices
In addition to a wide range of International Trade Services we are also authorised by the Department of Trade & Industry to issue European Community Certificates of Origin and the authentication of invoices. Certificates of Origin can be raised to comply with Letters of Credit, foreign Customs requirements or even a customer request. Certification and authentication is processed from our Basingstoke, Portsmouth or Southampton offices. In most cases, the turnaround is immediate and what is more, we also offer a fax service which enables your document to be checked by a member of our team prior to submission of the documents for certification.

How to Complete EC Certificate of Origin
When using our electronic documentation services, exporters are reminded that if the person submitting the application is not the signatory on the document the Chamber will require a Delegated Authority letter. This letter should be completed on company headed paper; 'Delegator' is the document's signatory, 'Delegated person to sign' is the person submitting the application.
Arab-British & Egyptian-British Certificates of Origin
If you are considering exporting to one of the nineteen Arab States or to Egypt, you will generally find that documentation is required and unless you are members of the Arab-British or Egyptian-British Chambers of Commerce, all documentation must be presented via an agent Chamber. We can proudly say that we are an agent Chamber and can arrange for your documentation to be certified or alternatively legalised by the relevant embassies.
The time limits for Arab-British & Egyptian-British documentation to be processed can vary between three and ten working days. In addition, blank certificate of origin forms can be purchased from your local office.

Many of the HM Revenue & Customs offices throughout the UK no longer process EUR1, A.TR, GSP Form A & EUR-MED Certificates. Authorised Chambers of Commerce, which we are, have assumed the responsibility locally for the issue of these Certificates. As with all our services, we will ensure that you receive the best possible checking and processing service from our experienced team.
Please note that HM Revenue & Customs, The Central Processing Unit, Custom House, Furness Quay, Salford, Manchester M50 3XN will still accept applications for processing but only by post or courier.

ATA Carnets – passport for goods
Do you want to develop your overseas markets? Talk to us! Our Portsmouth and Southampton offices are authorised to issue ATA Carnets. The ATA Carnet is a temporary admission document which acts as a "passport for goods" for three main categories of Community status goods:
- commercial samples
- goods for presentation or use at trade fairs, shows, exhibitions or similar events
- professional equipment (which is solely for use by, or under the personal supervision of the holder or his nominated representative)
Using an ATA Carnet cuts out red tape for you at border points avoiding cash deposits and the like in the country of temporary importation. It can be used for multiple trips, is valid for one year and covers 65 countries. The ATA Carnet provides a guarantee to the Customs of a foreign country into which the goods are temporarily imported that all duties, taxes etc. will be paid to them if the conditions under which they allow these into the country are breached. We advise ATA Carnet users to carry a Letter of Authority.
The issuing Chamber must receive security from the ATA Carnet user. This security must be for an amount equal to the highest rate of duty and taxes applicable to the goods in any country of destination, and transit if applicable. It will disregard any preferential tariffs that may be in force at the time because Customs authorities may themselves ignore such preferential rates. The amount to the nearest pound may be provided from one of the following options:
- Immediate cover for premium through the ATA Carnet Indemnity Scheme
- Bank or insurance company guarantee, (in which case the banks or insurance companies must comply with certain criteria) such a guarantee will only be accepted when given on the Issuing Chamber's official form
- Cash or Banker's Draft
The Carnet Indemnity Scheme is an in-house system set up between London Chamber of Commerce and Lloyds of London, which simplifies the means by which the Carnet user can arrange for the Security to be provided, without having to supply either cash, Banker's Draft or Guarantee from an approved bank. The benefits to the ATA Carnet user are:
- "While You Wait" processing
- No "freezing" of assets or funds (as with other institutions)
- Minimum Premium of only £112.54
A Carnet may not be used for:
- goods to be sold or hired out abroad for financial gain
- perishable or consumable items (as they would not normally be re-exported)
- goods which are temporarily exported for processing or repair
- goods on which a CAP (Common Agricultural Policy) refund will be claimed
- goods used as a means of transport
- the exportation of unaccompanied goods, or by post
- foreign goods temporarily imported into the EC under a Customs Temporary Importation Concession equipment to be used for the construction, repair or maintenance of buildings or for earthmoving and like projects
EC/CPD/CHINA - TAIWAN Carnet
Agreement has been reached between the EC, Taiwan and the International Chamber of Commerce to establish a system of Carnets similar to that for ATA Carnets. The Carnet covers goods temporarily imported/exported between the EC and Taiwan. Other than a different colour code and A4 format to distinguish it from the ATA Carnet, the conditions for its use, the goods for which it can be used, and EC Customs procedures are identical.
