ATA Carnet – Passport For Goods

The ATA Carnet is an international customs document that allows the holder to temporarily import goods without payment of normally applicable duties and taxes, including value-added taxes. The Carnet eliminates the need to purchase temporary import bonds.

Implementation of the ATA Carnet System in Brazil

With effect from 28 June 2016, the National Confederation of Industry, Brasilia has become the 75th guaranteeing organisation member of the WCF/ATA international guarantee chain and Brazil is, therefore, operational as an ATA Carnet country.

  • ATA Carnets will be accepted for temporary admission operations by Brazilian Customs for the following categories of goods: goods for display or use at exhibitions, fairs, meetings, or similar events, and professional equipment
  • ATA Carnets are accepted for transit (guidelines on the procedure are set out in the Brazilian regulation (Instruc;ao Normativa RFB N° 1639, de 10 de maio de 2016) available in Portuguese at http://bit.ly/29dnQFB
  • ATA Carnets are not accepted for postal traffic
  • ATA Carnets are accepted for unaccompanied goods (this applies to freighted goods only and the shipping document (i.e. Bill of Lading, Airway Bill etc.) must be presented together with the Carnet)

Languages in which Carnets should be completed

English or Portuguese. The Customs may require a translation when the ATA Carnets are completed in any other language
